The General Secretariat of the Medical Council of Cambodia


Roles and Responsibilities of the General Secretariat:
  • Organizing the Medical Council of Cambodia's procedures
  • Arranging MCC operational plans and strategies
  • Preparing activity reports and financial reports
  • Implementing additional requests of the MCC President
Structure of the General Secretariat:
  • The General Secretariat is comprised of:       
    • 30 voting members, as follows:
      • 5 representatives from the Central Level
      • 1 representative from University of Health Sciences (UHS)
      • 2 representatives from the Phnom Penh Municipality
      • 22 representatives from the Provincial Level (1 representative from each province, with Kep-Kampot considered as 1 province)
    • 2 non-voting members, as follows:
      • 1 representative from the Ministry of Health
      • 1 representative from the Ministry of Labor and Vocational Training 
    • 2 Advisory Committees, as follows:
      • Disciplinary Committee (comprised of 6 members and presided over by a Committee President) 
      • Accounting Audit and Financial Management (comprised of 2 member and presided over by a Committee President)
  • The General Secretariat is presided over by the Steering Board of the National Medical Council, comprised of:
    • 1 President
    • 2 Vice-Presidents
    • 1 Secretary General
    • 1 Deputy Secretary General
    • 1 Treasurer
    • 1 Vice-Treasurer
Subcommittees of the General Secretariat:
  • The General Secretariat is organized into the following subcommittees:
    • Registration
    • Continuing Medical Education (CME)
    • Legislation
    • Administration
    • Accounting 
  • Each Subcommittee is led by a Chief and accompanied by a number of vice chiefs as neede
Roles and Responsibilities of Each Subcommittee:
  • Registration Subcommittee:
    • Determine the conditions and forms for physician registration
    • Support and oversee the registration procedures of each Provincial Medical Council Office
    • Publicize, advise, guide and supervise doctor registration procedures
    • Monitor the physician registration database
    • Implement additional requests of the General Secretariat
  • Continuing Medical Education (CME) Subcommittee:
    • Participate in evaluating the quality of continuing medical education and in-service training for doctors
    • Determine the conditions for the receipt of CME credit
    • Set up criteria for evaluating continued education and training programs/curricula
    • Participate in the development of training curricula of basic medical education and training institutions
    • Collaborate with the professional associations to design and develop CME programs and curricula
    • Organize and promote participation in regional CME activities
    • Promote the importance of professional development
    • Publish CME materials on the MCC website
    • Implement additional requests of the General Secretariat
  • Legislation Subcommittee
    • Check the legitimacy of documents, letters and standards of the Medical Council of Cambodia
    • Advise on legislation regarding the medical profession
    • Suggest and request for amendments to legislation regarding the medical profession
    • Aid in the development of new legal regulations related to the management of the medical profession
    • Communicate with legal authorities and institutions, if needed
    • Implement additional requests of the General Secretariat
  • Administration Subcommittee
    • Assist the Secretary General in the administrative affairs
    • Receive and send incoming and outgoing letters/correspondences of the Medical Council of Cambodia
    • Maintain/keep administrative and legal documents
    • Organize documents, materials, equipment and protocols for Medical Council of Cambodia meetings
    • Organize the reception of guests and structure of events hosted by the Medical Council of Cambodia
    • Record and maintain minutes of the meetings of the Medical Council of Cambodia
    • Administer/manage means of transportation of the Medical Council of Cambodia
    • Administer/manage the security and safety in the office of the Medical Council of Cambodia
    • Administer/manage maintenance and repairs of equipment of the Medical Council of Cambodia
    • Develop annual activity and management reports
    • Manage and update the website of the Medical Council of Cambodia
    • Publicize information and announcements of the Medical Council of Cambodia
    • Administer, manage, maintain and repair Information Technologies system of the Medical Council of Cambodia
    • Implement additional requests of the General Secretariat
  • Accounting Subcommittee
    • Administer/manage the income and expenditure of the Medical Council of Cambodia
    • Administer/manage cash received/used by the Medical Council of Cambodia
    • Administer/manage inventory of the property and assets of the Medical Council of Cambodia
    • Prepare annual financial report
    • Implement additional requests of the General Secretariat
